Quick Utility Model Registration System to be abolished (effective as of October 1, 2006)
In the past, the quick Utility Model registration system was enforced to provide a right without a substantial examination. Then, requesting a substantial examination was required before exercising the right. 

Presently, a Utility Model is registered after a substantial examination, which is called the Post-Examination Registration system. A further procedure is not necessary before exercising the right. 
This is identical with Patent system. Accordingly, the new system is expected to give applicants more stable rights and more convenience in exercising those rights.
